Issue

“Bay” is a required element in SCL, although it is not required elsewhere in 61850. However, 61850-2 states that “The concept of a bay is not commonly used in North America” and bay is effectively an optional element of the CIM (because it allows "0..." bays). This complicates harmonization.

Proposal

Make "bay" optional in SCL.

Conceptually make the whole voltage level one bay. This shall be noted also in part 6 29 Mar 06 Discussion (red)
In contrast to CIM, where 'Bay' is an object, a bay in 61850 is just a level in the naming hierarchy. If this is not needed, then e.g. the last character of the voltage level name can be taken as name of one fictive bay. This means that although the bay level is mandatory, it does not need an own name. This has already been accepted world wide for the current IS. 24 Mar 06 Discussion (red)
