Issue: The harmonic CDCs define the har as array of vectors. Therefore, no subsitution, for instance, can be used with those Data attributes.

Proposal: Change the type of the harmonics as array of CMV. har, phsXHar, and phsXYHar should be Datas of the CDCs instead of Data Attributes.

Substitution may be required e.g. for testing. (Note that this is currently not forseen for substitution in part 7-2, so we need to change that remark in 7-2) Following the above proposal means, that we are not backward compatible. An alternate solution would be, to add the substitution attributes directly to the current structure (subVal being an ARRAY of Vector). But with this approach, it is not possible to substitute individual harmonics. Proposal of the WG members present in Seoul is, to follow the proposed approach to model harmonics as array of CMV (so the harmonics are not data attributes anymore but data.	19 Apr 07	final proposal	19.5.07	Editors Group
