Issue: The information in the second bullet of clause 9.5.6, page 83 of 61850-6 needs to be reflected and harmonized in appropriate parts of 7-3 and 7-4. The data attribute definitions of INC, INS, and ING need to be annotated or made conditional to indicate how they are affected by the enumerations in 7-4. The data in affected classes of 7-4 probably need to be annotated as well to document the pass-through of enumerations to common data classes.

Proposal: Provide appropriate documentation.
